The Drug Administration of Vietnam signed a Memorandum of Understanding to support development cooperation of the Biopharmacy industry in Vietnam

On April 3, at the Ministry of Health, the signing ceremony of a memorandum of understanding to support cooperation “Development of Vietnam’s pharmaceutical-biological industry” took place between the Drug Administration of Vietnam and Makara Capital Partners Investment Fund. Speaking at the ceremony, the representative of the Joint Venture shared: “What we have witnessed in Vietnam in general and the health sector in particular in the fight against the COVID-19 pandemic is very admirable. We congratulate the participants. you have won the war against the pandemic.”

Representatives of the Joint Venture emphasized that biopharmaceutical is a very important field not only of Vietnam but also of many countries around the world. The consortium has worked with many partners on investment projects especially in the field of innovation. In innovation there is also the field of biology.

According to a representative of the Joint Venture, after the COVID-19 pandemic , health issues in general, including the pharmaceutical industry, attracted more attention and attention. Therefore, the Consortium pays more attention to the intellectual property rights of inventions, especially those in the field of biopharmaceuticals.

At the same time, the representative of the Joint Venture also expressed his continued interest and support to the Vietnamese health sector in the coming time. The joint venture is ready to share the lessons and experiences we have gained in the field of pharmacy and digital transformation with the Vietnamese health sector.

At the signing ceremony of the memorandum of understanding, DSCK II Vu Tuan Cuong – Director of the Drug Administration of Vietnam, the Ministry of Health said that there are 3 pillars that the Drug Administration of Vietnam is very interested in:

The first is policy formulation. To do this, research is required. Therefore, the cooperation to develop the white paper is very necessary. Under the leadership and direction of Minister of Health Dao Hong Lan and directly Deputy Minister Do Xuan Tuyen, the Drug Administration of Vietnam is coordinating with functional departments/departments/units to research, evaluate and conduct an Amendment of the Law on Pharmacy. Therefore, the research and evaluation of the white paper on the pharmaceutical field is very necessary for the policy-making process. Opening a new era for the development of the pharmaceutical industry and the pharmaceutical industry.

Second , cooperation related to digital transformation. “We are very impressed with Singapore’s digital transformation as well as India’s. We had the opportunity to visit and learn from your experiences. Digital transformation is the focus and common trend, so we need strengthen cooperation in this field,” said Director Vu Tuan Cuong.

Third , considered the key in the MOU between the Drug Administration of Vietnam and the Joint Venture is cooperation to develop the pharmaceutical industry, as evidenced by the MOU between the consortium and Thai Binh province that was signed last weekend. . “As a management agency to help leaders of the Ministry, we will work closely to implement cooperation between the Drug Administration and the Joint Ventures” – DSCK II Vu Tuan Cuong said.

The Director of Drug Administration also expressed agreement with the opinion of the Joint Venture that in addition to signing the MOU between the two parties, it is necessary to establish a joint working group to immediately implement the work after the MOU is signed so that the MOU can be signed. Remember to come true as much as possible.

Must quickly start implementing MOU to have products on pharmaceutical industry development and institutional building

Speaking at the signing ceremony, Permanent Deputy Minister of Health Do Xuan Tuyen, on behalf of the Ministry of Health, highly appreciated the efforts of the Drug Administration and the Joint Venture to sign the cooperation agreement.

According to the Deputy Minister, this is the next step to realize the Prime Minister’s Decision No. 376/QD-TTg dated March 17, 2021 approving the program to develop the domestic pharmaceutical and herbal medicine industry until 2020. 2030, vision 2045 in accordance with the law of Vietnam.

However, Deputy Minister Do Xuan Tuyen also said that in order to implement Decision 376, there is the question of how to have more enterprises invest in research, production and development of the pharmaceutical industry. in Vietnam, especially focusing on invention drugs, biopharmaceuticals, vaccines… so that Vietnam’s pharmaceutical field can make more progress.

” Therefore, after signing the MOU, I request the Drug Administration of Vietnam and the Joint Venture to immediately start working, not sign it and then “let it go” “- Deputy Minister Do Xuan Tuyen emphasized.

Simultaneously, the Deputy Minister suggested that the Drug Administration of Vietnam with its assigned functions and tasks must review the entire system of normative documents, based on reference to experience and regulations of other countries, and propose amendments. , supplementing the provisions of law, policies to encourage investment incentives to attract domestic and foreign enterprises to invest in the development and production of innovative drugs, brand-name drugs, vaccines, medical biological products. economic.

Next, the Deputy Minister assigned the Drug Administration of Vietnam to coordinate with relevant departments/departments to develop specific criteria of pharmaceutical enterprises to be added to the list of types, criteria, scale and standards of pharmaceutical enterprises. Departments are entitled to policies to encourage social development under the provisions of Decree 69/2008/ND-CP issued together with Decision No. 1466/QD-TTg dated October 10, 2008 of the Prime Minister. In addition, pending the amendment of the Pharmacy Law, the Department continues to review and advise the Ministry of Health to amend and submit to the competent authorities to amend Decree 54 and Decree 155 and a series of other circulars.

In addition, the Deputy Minister requested the Drug Administration to continue promoting administrative reform in the extension of the circulation number to speed up the renewal and grant of registration numbers in order to create maximum conditions for people and businesses. enterprise.

For the Joint Venture, the Deputy Minister of Health suggested that after signing the MOU, the signed contents of the MOU must be implemented soon. MOU is just a principle, so it is necessary to sign a specific plan of what to do every year.

The joint venture should soon help the Drug Administration of Vietnam to survey and develop a white paper. The Ministry of Health urgently needs a white paper for the process of institutional and policy development, which here is the amendment of the Pharmacy Law to be in line with the law, in line with international trends, and highly feasible…

“Currently, under the direction of the Government, the Prime Minister, the Ministry of Health is finalizing the revised Pharmacy Law project to submit to the National Assembly in mid-2024 with 5 policies, including the policy on industrial development. pharmaceutical industry, including incentives for the pharmaceutical industry such as invention drugs, biopharmaceuticals… Therefore, the Ministry of Health urgently needs the cooperation and support of the Joint Venture in having a white book on pharmacy” – Thu. Head Do Xuan Tuyen said.

At the same time, the Joint Venture supports the Drug Administration of Vietnam in digital transformation from issuance, management of drug circulation registration certificates; connect and track the activities of enterprises that have achieved GMP. “We really want to be at the Drug Administration of Vietnam, but through information technology, we can still know how that enterprise is producing…” – Deputy Minister said.

At the same time, Deputy Minister Do Xuan Tuyen asked the Consortium to quickly promote the contents of the Joint Venture’s work in implementing the pharmaceutical industrial park project in Thai Binh that was signed last weekend.
